Winner for Virgin Islands airports P3
A preferred bidder has been chosen to deliver the Virgin Islands’ airport concession bundle.

The Virgin Islands Port Authority (VIPA) has selected VIports Partners - a consortium comprising Aecon, Tikehau Star Infra and Avports - to deliver the project.

Also part of the consortium are Corgan Associates as terminal architects, while a joint venture of Consigli Construction and J. Benton Construction will work the Aecon as the contractors. Orrick and Dudley Rich were the team’s legal advisors.

The VIPA scheme will see the partners deliver upgrades to the Cyril E. King Airport (CEKA) in St Thomas and the Henry E. Rohlsen Airport (HERA) in St Croix, including redeveloping terminals at $100m each.

VIports Partners beat off competition from daa International, Vantage AIrport Group and Vinci Airports to win the bid, after all four teams were shortlisted for the deal in April last year - although VIPA said it had only received two bids following the RFP stage, without naming the other bidder.

“This partnership proves that the USVI can do big things and that we are open for business,” said VIPA executive director Carlton Dowe.
